We pump out septic tanks and holding tanks (from €75, with no mileage surcharge within Riga), install anchored septic tanks and BIO plants, service them and build connection pipes to the city network. In your request, give us the address and tell us what system is in your yard.
Katlakalns: gardens and detached houses on Riga's southern edge
Katlakalns is a southern Riga neighbourhood by the Daugava, right on the boundary with Ķekava Municipality. Detached houses, low-rise housing and gardens dominate here, with the odd commercial site. Bauskas iela, Ziepniekkalna iela and the roads from the Southern Bridge (Dienvidu tilts) lead into the neighbourhood, so the vacuum tanker has a direct route from the city side.
The most important local feature is the terrain. Being close to the Daugava, with lower-lying areas, means some places can flood. That does not mean every plot is wet, but here it is worth starting the choice of a septic tank or BIO plant with one question: how high does the groundwater stand in spring in your particular yard?
Low ground and high water: what happens to a septic tank
- Plastic tank: groundwater pushes it upwards, most of all when the tank has just been pumped out. In spring an unanchored tank is pumped out partly or refilled with water straight away.
- Concrete-ring septic tank: if the joints are not watertight, groundwater seeps in and the tank fills faster than in summer.
- Drain field: it treats water only in a dry soil layer. If groundwater is at the level of the drains, the field floods and wastewater enters the ground almost untreated.
- BIO plant: it depends less on the soil, but the treated water needs an outlet to a ditch or into raised infiltration, and in a low spot the plant body itself is anchored too.
For a new system on a low-lying plot, we usually choose an anchored tank with a mound field or a biological treatment plant discharging to a ditch. If the water has to be lifted to a field set higher up, you need a pump station. All the options: septic tank for high groundwater.
Septic tank pumping in Katlakalns: when and how
In Riga, septic tank sludge must be removed at least once a year. In Katlakalns it is worth choosing the time deliberately: in late summer or autumn, before the frost, the groundwater is usually lower, and the tank can be emptied completely without the risk of lifting it out. During the spring floods we first ask what the tank is made of and whether it is anchored.
If the yard has been under water after a flood or long spells of rain, surface water carrying sand may have got into the septic tank. Then we pump out the entire contents and inspect the inlet and outlet. If the tank fills up within a few weeks in spring, look for the cause on the page septic tank fills up fast; damaged joints can be repaired: septic tank repair.
Connecting to the network: the phase 4 programme has ended
Katlakalns was one of the neighbourhoods with a separate co-financing programme for phase 4 of the Cohesion Fund project. It has now ended. Connections to phase 4 network branches completed after 31 December 2025 now fall under Riga's general programme: €1,000 for a connection pipe of up to 5 m, €1,500 for 5–20 m and €2,000 for a longer one. The application is submitted to Rīgas ūdens (Riga's water utility) within three years of construction.
We build the connection pipe from the house to the control manhole (from €25/m), and empty and fill in the old septic tank. Changes to the register are reported to the Riga Housing and Environment Department within a month. Steps and documents: connecting to the mains sewer.

Riga or Ķekava Municipality: the address decides the rules
Katlakalns borders Ķekava Municipality, so neighbouring houses may be in different municipalities. The rules differ: for a Riga address, the system is registered with the Riga Housing and Environment Department and Riga's Binding Regulations No. 66 apply, while across the boundary there is Ķekava Municipality's register and its own rules; see Ķekava.
The price also depends on the address. Within Riga you pay the price-list rate, while in Ķekava Municipality travel of about €1 per kilometre is added. Give the full address in your request, not just the name of the neighbourhood.
