In Salaspils Municipality, every year by 1 March you must submit your water meter reading and the previous year's pumping documents to the register holder, so after every job we issue a certificate with the date and volume. Below we explain the local rules and what we can do.
A town between the Daugava, the railway and the A6
Salaspils is an eastern suburb of Riga with apartment districts, detached-house areas, research institutes and commercial sites. The Daugava, the railway and the A6 divide the town into long strips, and getting from one to another can take longer than it looks on the map.
For us, this means planning the route more carefully: if several tanks in and around Salaspils need pumping on the same day, we try to group them on one side of the A6. For you, it means that the exact address, or the garden community's name and street, matters in your request.
Garden communities on the edges of town
On the outskirts of Salaspils there are forests and garden communities. The houses there are used both seasonally and all year round, and the amount of wastewater changes accordingly: a small tank is enough for a summer house, but a home lived in permanently needs a system of the right volume. Streets in such areas are often narrow and unpaved, so in your request write the width of the street and whether a truck can turn around by the gate. A smaller tanker (up to 4 m³) gets in where a large one can't.

- Dry toilet pumping at the end of the season or in spring.
- Septic tank for a summer house, if the house is only used in the warm season.
- Old septic tank replacement, if the house has become a permanent home and the old tank can no longer cope.
Important: Salaspils Municipality's rules on decentralised sewage systems are only mandatory in the spatial plan zones listed in the regulations (DzS, DzS1, DzM, DzD, P, JC, R, TR, TA, DA). Outside them, registration is voluntary. You can find out which zone your plot is in from the spatial plan or from the register holder.
Salaspils Municipality's rules: the owner's yearly calendar
In Salaspils, decentralised sewage systems are governed by the 2018 Binding Regulations No. 5/2018, which are still in force. The register is kept by the municipal company Valgums-S, which is also Salaspils' water utility.
- Registration. The DK registration application (Annex 4 to the regulations, form at valgums.eu) is submitted to Valgums-S in person, by post or electronically with a secure e-signature, with “DK REĢISTRS” in the subject line. If there is no system, you can submit a statement that there isn't one.
- Pumping. A septic tank and a holding tank are pumped out at least once a year, and a holding tank more often if water consumption and volume require it. Follow the frequency stated in your registration notice.
- By 1 March. Submit the previous year's water meter reading and the pumping certificates.
- After BIO maintenance. Within a month, send the maintenance certificate to the register holder. A BIO plant is maintained according to the manufacturer's documentation or a company's written opinion.
- Changes. Report a sale, reconstruction or replacement of the system within a month. The emptying frequency of a holding tank is reviewed at least once every three years.
Pumping may be carried out by pumping contractors registered with Salaspils Municipal Council, and each vehicle is issued a permit for a year. The list at salaspils.lv has 13 companies, including Valgums-S itself, and you can choose any of them. The pumped-out contents are delivered to the municipal treatment plant. For violations, an individual can be given a warning or a fine of up to 70 fine units.

Near the Daugava and the reservoir
Part of Salaspils lies by the Daugava and the reservoir of the Riga hydroelectric power plant (Rīgas HES). Close to the water, the groundwater level can be higher and variable, so before installing a septic tank with a drain field we check how deep the water is and what the soil is like. If there is no room for treatment in the ground, a BIO plant or a sealed holding tank is chosen.
Near water, an old tank needs closer monitoring. When pumping, we can see the water level, the inlet pipe and the condition of the walls, so after the job we tell you if the tank looks as if it is no longer sealed. Apartment buildings, institutes and commercial sites
For apartment buildings and shops connected to the town network, our work is what happens before the network: grease traps at food outlets, sewage pump stations and pumping out basements after heavy rain. For institutes and businesses whose premises are not connected, we offer BIO plants for businesses and regular pumping.

In Salaspils, we apply the published price list and add travel at ~€1/km outside Riga. Pumping up to 4 m³ costs from €75, up to 6 m³ from €90, up to 10 m³ from €110; BIO plant maintenance from €160; grease trap cleaning from €90.
